The lack of index and inventory of all assassination records at the National Archives prevents the public from knowing what's still withheld. Did NARA somehow lose track of the Final Detrminations, are was it worse? Marwell and Tunheim are on record as saying there should be 27,000 FDN's at NARA in folders.
