Congress also passed a short-term extension of a key foreign surveillance tool hours before it was scheduled to expire on Thursday night.A proposal to require voter ID in California is now one step closer to going before voters. The newly qualified ballot measure could bring major changes to how ballots are cast and verified in the state.
