Richard Mulcahy was the IRA's chief of staff during the Irish War of Independence and retained his role as Minister of Defense as well as Chief of Staff of the Irish Free State army after Michael Collins died. He would propose and manage the controversial state sanctioned execution policy and kept the army together to win the war.
