The drilled-shaft constructor offered an innovative “value-engineered” approach to remove the casing and save money. Unfortunately, construction problems developed and resolution required extensive investigation, testing, redesign, and big dollars. Surprisingly, by sharing responsibility and costs, litigation was avoided.
