Who to contact: California Attorney General Rob Bonta: He leads the Department of Justice, which enforces state laws, including those related to tobacco. California Department of Justice (DOJ): They are tasked with creating and maintaining the UTL by December 31, 2025, and enforcing its requirements. Why: The UTL law (part of the flavored tobacco ban upheld by Proposition 31) requires the Attorney General to publish a list of all unflavored tobacco products that are legal to sell; anything not on that list is prohibited.
